Every U.S. state offers some form of self-directed services, but only 42 states specifically support people with I/DD. California stands out by focusing on person-centered planning, community inclusion, and self-direction based on five key principles: freedom, authority, support, responsibility, and confirmation.

While California’s model is one of the most comprehensive, it still faces challenges like paperwork and the need for more support. Still, it’s a strong step toward putting people with disabilities in charge of their own lives.

Self-Determination Service Options in California

Self-Determination Program (SDP)

The Self-Determination Program gives people with developmental disabilities more choice and control over their services. Participants get a budget and can hire the people they trust to help them reach their goals. This offers the most control allowing for both budget and employer authority.

Participant Directed Services

Participant-Directed Services let regional center clients choose who provides their services and how they are delivered. This option gives more choice, flexibility, and control—often allowing family, friends, or trusted community members to be hired. The rates are set by the state.

In-Home Support Services

California’s In-Home Supportive Services (IHSS) program helps seniors and people with disabilities stay safe in their own homes. It covers help with daily tasks like bathing, dressing, cooking, and getting to medical appointments. The program is funded through Medi-Cal, and the participant gets to choose who provides the care—including family or friends.
